| 摘 要： | 哈贝马斯在讨论法律问题时使用的事实性和有效性的概念可以引入执政党执政问题的研究。民众被迫接受执政的结果或者执政党制定的相关制度规则,这是执政党执政的事实性问题。而通过与公民的商谈和对话,取得公民对执政党的认可和自觉尊重,这是执政党执政的有效性问题。在商谈原则基础上的协商政治可以成为执政党新的社会整合模式,这一模式可以更有力地增强执政党执政的有效性。

| Abstract: | The author will introduce the concept of factuality and validity that Habermas had used in the discussion about legal issues into the researches about the governing party＇s governing process. The mass＇s acceptance of the result of governing or the institutional rules of governing is a matter of factuality. On the other hand, through deliberation and discussion with citizens, the governing party may obtain the citizens＇ identification and conscious respect, which is a matter of Validity. The author argues that deliberative politics based on the principle of consultation can become the social integrative model which can effectively strengthen the validity of the governing party＇ s ~overning process. |
