| 摘 要： | 转变政府职能除了要对政府职能进行准确的定位 ,还必须深刻认识在长期的计划经济体制下形成的行政审批制度 ,研究行政审批制度的弊端及其给转变政府职能带来的阻力。深入探讨和努力实践改革行政审批制度 ,才能促进政府职能转变 ,加快经济体制和政治体制改革。
