| 摘 要： | 我国乡镇改革的核心是转变政府职能,但至今我们对乡镇政府职能转变的认识和实践都还没有跟上形势发展的需要,乡镇仍然存在着越位、错位和缺位的情况。本文重点结合河南省于1983年、1992、1998年、2001年、2005年分别进行5次乡镇机构改革的实际效果,从“文本制度”分析比较与实践互动的多维视角,探讨制约我国乡镇政府职能转变的体制障碍及人为因素。

| Abstract: | The transformation of government functions is the core of the township reform in our country.But our awareness and practice on this problem still cannot keep pace with the needs of the developing situation.This paper focuses on the actual results of the township institutional reform in Henan Province,and tries to in-vestigate the institutional barriers and human factors in the transformation of township government functions from the multi-dimensional perspective. |
