| 摘 要： | 行政监督实效评估是行政监督研究的新兴领域。该问题的研究对深化行政监督理论研究、准确定位行政监督战略目标、切实提升行政监督实效具有重要的理论价值和现实意义。探讨行政监督实效评估体系构建的基本要求、评估程序的构建、评估主体的构成、评估指标的构建、评估方法的选择、评估制度的设计等六大过程，初步构建起一个较为系统、全面的行政监督实效评估体系。
