地方政府应对自然灾害恢复重建中存在的问题与对策研究 ——基于湖南若干县（市）的实证分析

近年来，地方政府在应对自然灾害的恢复重建过程中取得了一系列成效，但在灾后恢复重建的法律法规、政府责任体系、灾害补偿制度、社会化援助机制、保险制度等方面仍存在一些问题。加强地方政府应对自然灾害的恢复重建对策研究，重点应建立健全恢复重建的相关法律法规，明确恢复重建中政府部门职责、拓宽社会力量参与途径、加快保险制度建设的步伐、合理确定损失补偿程序与标准以及完善心理危机干预机制等。
