高校学报学术文章低水平重复发表的客观原因及对策

造成高校学报学术文章低水平重复发表的原因固然有作者、编辑、编辑部方面的因素,但是从客观上分析,一校一刊的办刊格局、行政化的办刊体制、不健全的学术评价机制、不完备的出版法规、片面的科研量化考核制度更是导致学报学术文章低水平重复发表的体制性因素。要根治学报这一痼疾,必须从出版法规、办刊体制、评价考核机制等方面入手,多管齐下加以解决。

Low-level Reduplicative Publication of Papers in University Journals:Objective Factors and Countermeasures

This paper argues that,while the low-level reduplicate publication of papers in different university journals is partly attributed to such subjective factors as the author,the editor and the editorial office,it is more resulted from institutional factors involving the incomplete legal system that governs publishing and publications,the isolated patterns of operation marked by each school hosting its own independent journal,the bureaucracy-oriented management mechanism,the imperfect academic evaluation,and the unreasonable quantitative management of academic research exercised at colleges and universities.A fundamental solution to the problem lies in taking measures to improve the relevant laws and regulations,the management system,the evaluation mechanism and so on.
