2011年的国际形势及其对中国的影响

2011年,国际金融危机对中国经济、社会的发展产生了巨大的影响。利比亚等国的变局表明,强权政治仍处于强势,以美国为首的西方大国仍处于国际体系的中心地位。这势必会直接或间接影响我国的国际环境、政治和制度安全。美国推行"重返亚太"战略恶化了我国周边环境,使南海等问题的解决更加困难。面对国际形势的风云变化,中国应进一步调整战略,积极应对:紧紧把握国内、国外发展两个大局,努力为国内的发展创造良好的国际环境和周边环境;综合运用我国的实力和优势破解外交难题;充分利用、积极推动世界多极化发展趋势,强化我国的战略支撑;逐步完善对外关系的多元表达机制;适度加快国防建设,强化周边防卫力量,坚决捍卫国家主权和安全。

The International Situation of 2011 and Its Impact on China

In 2011,the international financial crisis had tremendous impact on China’s economic and social development.In the face of the change of international situation,China should further adjust its strategy in order to respond to the change actively: grasp the whole situation at home and abroad and try to create good environment for domestic development;use China’s strength and advantage in an integrated way in handling difficult diplomatic issues,take full advantage of and promote the trend of world multi-level development to strengthen China’s strategic support;improve the mechanism for multiple expression of foreign relations;accelerate national defense moderately,strengthen defense forces in surrounding areas and firmly safeguard national sovereignty and security.
