外援条件性:中欧认知差异与共识可能

伴随着世纪初国际体系的剧烈变动,中国等新兴市场国家开始在全球政治经济格局中扮演更加强健的角色。作为"传统"援助方和"新兴"援助方的典型代表,欧盟与中国就外援"条件性"乃至发展模式等议题展开了竞争,这尤其表现在双方2006年以来援助非洲的过程中。本文首先从学理上对外援"条件"和"条件性"进行了比较研究,并分别概括了欧盟和中国在条件性议题上的立场与实践,进而重点分析了欧盟的质疑以及中方的回应,作者最终对双方达成"中欧共识"的必要性与可能性给予了展望。

Aid Conditionality: Cognitive Discrepancy and Possible Consensus between the EU and China

With the severe change in the international system since the beginning of the 21st century,the emerging countries like China start to play much stronger role in the global political and economic structure.As the typical type of "traditional" and "emerging" donors in the world,the EU and China compete with each other on the issue of conditionality and even development model,which was especially reflected in the process of aid to Africa since 2006.This essay begins with theoretical comparison between foreign aid "condition" and "conditionality",and then separately generalizes the standpoint and practice of both sides.After that the article focuses on analyzing EU’s criticism and China’s response on the conditionality issue.
