| 摘 要： | 作为世界第一援助大国,美国的对外援助很大程度上受到以1961年《对外援助法》为核心的援助法律体系的规范。这一法律体系主要由对外援助的基本法律、对外援助专项法律、其他法律中涉及对外援助的相关条款以及拨款法案四种类型构成。以1961年《对外援助法》的制定和冷战结束为界标,其对外援助立法可分为三个发展阶段。当前美国对外援助立法面临着提升对外援助的能力、效果和透明度的需求。

| Abstract: | As the biggest donor of the world,America’s foreign assistance,to a large degree,is regulated by the foreign aid legal system with the Foreign Assistance Act of 1961 as the core.The legal system of American foreign assistance includes basic laws of foreign aid,specific laws,related terms to foreign aid in some other laws,and appropriations acts.Presently,the foreign aid legislation is faced with a demand for improvement of the ability,effectiveness,and transparency of foreign assistance programs. |
