| 摘 要： | 科学发展观内在地包含着“以人为本”、“和谐”、“效益”、“公正自由”等思想。当代法治是一种以人为本、促进人的全面协调可持续发展、追求和谐、保障效益、体现公正自由价值的治国方略或手段。科学发展观的基本内容也是当代法治的基本价值目标、理想追求、时代要求和目的归宿，二者密切相关并高度统一于当代中国新一轮改革开放的伟大实践之中，应以科学发展观统领当代法治建设。
