新型农村社会养老保险试点状况的实证分析——以山东省为例

本文对山东省新型农村社会养老保险试点的调查问卷情况进行了系统分析。分析表明：主要得益于政府的推动与财政的大力支持,山东省新型农村社会养老保险得到了较快发展,形成的筹资、管理运营、给付和监管＂四位一体＂的运行机制能较有效运作,社会效果凸显,但也存在着诸如地方政府财政压力较大、基金保值增值能力低、养老金的给付水平仍然偏低因而无法满足农民的养老需求、监管机制尚需进一步健全和完善等问题,因而还需要通过加大政府特别是中央政府财政支持力度、合理确定各级政府的出资比例、提高统筹层次和实现市场化运营等措施来进一步完善与发展之。

An Empirical Analysis on the New Type of Rural Social Pension Insurance Pilot in Shandong Province

Based on the questionnaire of new type of rural social pension insurance pilot in Shandong Province,a systematic analysis of which is made.The analysis shows that the main government promotion and the strong financial support,new type of rural social pension insurance in Shandong province has achieved rapid development,and been prominent,forming the operating mechanism called Quaternity including fund-raising,management operation.
