| Abstract: | The commonality of elementary education determines that the investment in education should be shared by governments of all levels so that the schools can get suficient funding. The responsibility for education expenditure should be based on the principles of sharing, joint consideration of expenditure and financial strength, and matching the administrative power with financial power. |
