优化洞庭湖生态功能的新思路

由于人口迅速增长、气候异常和管理体制不适等原因,洞庭湖生态功能严重失调。从根本上治理洞庭湖,优化洞庭湖生态功能已刻不容缓。优化洞庭湖生态功能的基本思路是:长江流域———上保中拦下疏,即上游水土保持,中游三峡建坝,下游裁弯扫障清淤建闸固堤。四水流域———保拦疏固联动,即水土保持、拦水建库、疏浚河道、加固堤坝。洞庭湖区———还湖富民并举,即还湖调洪蓄水、固堤建镇安民、发展生态经济、控制人口增长。

NEW THOUGHTS ON HOW TO IMPROVE THE ECOLOGICAL FUNCTION OF THE DONGTING LAKE

Because of the quick growth of the population abnormal weather and improper system of administration the Dongting Like has seriously lost its balance. It is the very moment to thoroughly contvol the Dongting Like and make its ecological function better thus. The basic thoughts to improve are: About the caingjiang River Valley protect the upper reaches ,obstruct the middle reaches and dredge the lower reaches .That is, in the upper reaches, conserve water and soil, in the middle reaches, build dams in the changjiang Gorges, in the lover reaches, cut corners, remove the obstacles, Clear up silt, build dams and strengthen the dikes. About the Four-River Valley-Protect, obstruct, dredge and strengthen. That is, conserve water and soil, obstruct water and build dams, dredge river course, and strengthen the dikes. About the Dongting Like region return lakes and richen people. That is, returning lakes to shift flood and stove water, strengthening dikes and building towns to reassure the public, develop ecological economy and control the growth of population.
