| 摘 要： | 我国现行的贫困群体社会救助制度,对保障贫困群体基本生活,维护社会稳定与和谐发挥着非常重要的作用。但其仍存在着许多问题,某些问题业已成为深化经济体制改革和实现社会和谐的障碍。究其原因是多方面的,主要包括改革措施偏离制度目标、分割的二元经济结构的阻碍、政府与市场的关系没有理顺、分税制财政体制的障碍、立法理念落后以及公共决策机制不健全等六个方面。

| Abstract: | The existing social assistance system for poor groups has been playing important role in ensuring the basic life of poor groups and maintaining the stability and harmony of a society.However,the system still has shortcomings,among which some have become obstacles to deepen economic system reform and realize social harmony.I believe the reasons for these shortcomings include the followings:reform measures deviating from the system target,hindrance from the dual economic structure,ambiguous relationship between the government and market,hindrance from tax-share fiscal system,lag of legislation principles as well as imperfect public decision system. |
