中华民国时期，中央政府与地方政权之间的力量对比一直处于动态的变化之中，地方立法在各地的不同程度的发展既是这种力量对比在法制领域内的表现之一，同时也是社会发展的一种客观需要。僻处边陲的新疆省，地方立法也有一定程度的发展。民国时期新疆的地方立法，是在国家立法框架之下的立法，同时也具有其自身的特点。
