| 摘 要： | 推进我国政府立法的科学化，是深入贯彻落实科学发展观的客观要求，是建设法治政府的重要前提。我国政府立法在立法理念、立法内容、立法技术等方面还存在缺陷。加强政府立法，提高立法质量，必须树立“以人为本”的政府立法理念，改进立法的内容，健全政府立法专家论证制度，建立政府立法回避制度。
