| 摘 要： | 西部大开发实质上就是民族地区的大开发。民族地区开发促进必须以科学发展观为指导，必须与民族自治地方自治权相衔接，必须因地制宜发挥当地优势。民族地区开发促进必须坚持资金支持法律制度、人才保障法律制度、体制改革促进法律制度、社会进步促进法律制度，以及责任追究法律制度。
