山东半岛参与环渤海经济圈区域经济合作的战略思考

在对山东半岛参与环渤海经济圈区域经济合作的现状进行分析的基础上,就其在环渤海经济圈区域经济合作中的功能定位进行了研究,并从国际合作功能、产业互补功能、腹地延伸功能、生态环境优化功能等四个方面进行了论证。认为该区域经济合作模式可选择互补型战略合作联盟的形式,具体可从下述三个方面展开:建立科技教育及劳务领域的互补型战略联盟,实现教育资源共享、科技创新合作和人力资源合理流动;建立以优化港口资源、实现共赢发展为目的的互补型战略联盟,实现各港口之间的联合与合作;建立区域金融合作联盟,进一步提升中心城市的金融辐射和带动作用。

Strategic thinking on Shandong peninsula participating in regional economic cooperation of the Bohai economic circle

On the basis of analyzing the current situation of Shandong peninsula participating in regional economic cooperation of the Bohai economic circle,the paper researches on the function allocation of Shandong peninsula participating in regional economic cooperation of the Bohai economic circle,and the paper has carried out demonstration from four aspects such as international cooperation function,industries complementary function,hinterland extending function,environmental optimization function.The paper suggests that regional economic cooperation pattern can choose complementary strategic alliance in the form of the following three aspects: building the complementary strategic alliances on education of science and technology and labor fields,sharing the educational resources,science and technology innovation cooperation and the rational flow of human resources;establishing complementary strategic alliance taking optimizing harbor resource and achieving win-win development as the purpose,realizing the joint and cooperation of the ports;establishing regional financial cooperation alliance,improving the financial radiation and leading role of the center city further.
