| 摘 要： | 生态公益林生态补偿政策对于建立我国自然资源生态补偿机制具有重要的示范意义。完善生态公益林生态补偿政策是新时期我国生态补偿机制国家战略的优先领域。本文以国家重点生态公益林为对象，阐述我国生态公益林生态补偿政策形成的主要阶段和政策内容，采用定性分析方法简要评价生态公益林生态补偿政策的实施绩效，分析了生态补偿政策实施过程中存在的主要问题及其原因，重点从完善政府筹资机制、诱导形成市场机制、创新补偿标准形成机制和严格补偿资金管理机制等方面设计了我国重点生态公益林生态补偿政策框架，并提出了实施补偿政策的相关建议。
