略论提高县级领导干部领导能力和执政水平

县级领导干部作为党实施全面领导的重要层面,既是党的路线方针政策的执行者,又是发展县域经济和维护社会稳定的领导者和组织者,其领导能力和执政水平的高低直接关系着当地经济发展水平和社会稳定,关系着党执政能力的总体效能。县级领导干部的领导能力和执政水平面对加强党的执政能力建设存在许多问题。如,执政理念有待于进一步深化和提高;驾驭市场经济的能力还不适应新形势要求;缺乏敢为人先的时代精神等。针对这些问题,我们应树立科学执政理念,勇于突破创新,构筑和谐社会环境,不断提高执政能力和水平。

Briefly on Enhancing the Art of Leadership and Abilities of Administration of County-level Leader

County-level Leaders,an important group for our Party to carry out administration in an all-round way,play the role as an executor implementing Party's line and policies as well as a leader and organizer maintaining county-field economic progress and social stability.Their art of leadership and abilities of administration have a direct relation with local development,connecting with the overcall efficiency of Party's administration ability.However,there are many problems in this aspect,such as less deepening value of administration,low power of managing market economy in the requirements of new situations,and lack of pioneering spirits among leaders,etc.In view of these problems,we should establish the concept of scientific government,boldly create new ways in working,and build a harmonious social environment,constantly enhancing our abilities of administration.
