摘    要:在分析高校教学质量管理基本特征的基础上,引用全面质量管理的思想和ISO质量管理标准,按照“转变质量观念确立质量标准构建质量管理体系”的基本思路,提出了大众化背景下的高等教育必须坚持统一性和多样性、稳定性和发展性相结合的教学质量观;高校教学质量管理必须坚持以师生为关注焦点,坚持教学、管理、育人三位一体的教育思想,按照系统性、科学性、整体性原则构建了教学质量管理体系。

Abstract:In the foundation of analysising the basic characteristic of university teaching quality control, the article quotes the Total Quality Management thought and the ISO quality control standard. According to the basic mentality of transformation quality idea establishment quality specificationconstructs the quality control system ,the article proposes teaching quality view that higher education must persist unified, multiple, stable and developed disposition union under the popular education. The university teaching quality control must take the teachers and students as the attention focal point, and persist the education thought of the teaching?management and nurtures the human Trinity, has constructed the teaching quality control system according to the systematic?scientific and integrity principle.
