| 摘 要： | 针对当前在世界反贫困领域内不同程度存在着的政府失灵、市场失灵现象，提出除了利用政府、市场机制之外，还必须寻求社会机制。论述了中国非政府组织在扶贫攻坚阶段扶贫机制构建的必然性及实然状态，包括参与机制、瞄准机制、传递机制、项目管理机制、监测与监督机制、合作与交流机制，同时指出了中国建设非政府扶贫机制的策略选择。

| Abstract: | In practice,the market mechanism and government mechanism show their limitations in poverty alleviation.Therefore,we must seek out NGOs poverty alleviation mechanism in the domain of eradicating poverty.The thesis focuses on the research on the mechanisms,which the NGOs should possess in poverty alleviation on the tough phase of anti-poverty in our country.At the same time the thesis points out the tactics for constructing NGOs poverty alleviation mechanism. |
