农民的文化教育权益缺失及其保障问题探析

农民应享受许多文化教育权益,但是这些权益有许多缺失。主要原因有:社会经济发展的城市中心化使农民文化教育权益边缘化,沉重的经济负担挤占了农民文化教育的费用,使农民文化教育权益处于弱势地位等等。这种缺失长期存在会产生一定的社会影响,影响农村青少年的学习和进一步发展,使得中国整体文化素质低,阻碍了中国城市化的发展,影响未来社会的稳定,延缓社会文明程度的提高。因此,国家经济发展战略必须与文化教育发展战略相配合,必须注重农民人力资源的开发,努力开拓农村教育经费的新途径,为农民及其子女提供更多的受教育机会。

A Discussion about the Lack of Peasants' Education Right and Interest and the Insurance Problems

Peasants may enjoy a lot of rights and interests of education,but so far they can not enjoy them fully.City centralization pushes peasants to the edge of education right and interest because of deveopment of social economy.Heavy economic burden jostles with expenses of peasant's education and weakens peasant's education right and interest.It can produce some social effects,affect study and further development of countryside teen-agers ,lower whole cultural quality of Chinese people ,impede city development ,delay improvement of social civilization,so the national economic development strategy must match with cultural and educational development.We must pay attention to open more education chances for peasants and their children.
