As a kind of social policy and institution and a method to meet people's demands and to improve the quality of life,social welfare services are mainly to resolve a variety of daily life issues,particularly to resolve the life issues of weak groups and to meet their specific needs. Since 1970s,in the contexts of population aging and economic recessions in western countries,budget reduction has been a main agenda for government. Elderly welfare services provided by state could no longer meet the rising welfare demands. Therefore,community care emerged as an inevitable choice as a resolution for western countries.
