| 摘 要： | 科学发展观的确立 ,是实现建设小康社会宏伟目标的战略思考 ,对于全面建设小康社会的奋斗目标至关重要 ;是合乎中国基本国情的战略选择 ,发展要考虑我国人口资源、环境的现实和发展不平衡的实际 ,坚持走可持续发展道路 ;是适应国际政治经济形势客观要求的战略举措 ,要适应经济全球化、政治多极化发展趋势 ,坚持统筹国内发展和对外开放 ,走“和平崛起”的道路 ;是提高执政党执政能力的战略需要 ,要把以人为本、促进人的全面发展作为执政的价值观 ,把提高执政本领、增强执政力作为执政党建设的根本任务
