| 摘 要： | 《国家人权行动计划》体现了我国深层的传统心理基础,它同公民的需要层次有着密切的联系,其各部分的规定适应了不同层次的公民需要。《国家人权行动计划》的内容暗含着国家思维的转变,即从主要满足公民的生理和安全需要转向了满足公民的归属和爱、自尊以及自我实现的需要,以达到公民对国家的认同。

| Abstract: | National Planning for Human Rights embodies the deep-leveled psychological traditions in China and relates closely with citizen＇s need hierarchy.Its contents not only are adaptable to the needs of different stratums,but also imply a change of national ideologies.In order to assure citizen＇s acceptance of nation,great efforts have been made to meet the needs of sense of belonging,love,self-respects and self-fulfillment instead of satisfying citizen＇s physical and safety requirement only. |
