| 摘 要： | 本文通过分析1998、2008年两次老年人调查数据，进一步了解城乡老年人的权益保障状况，研究发现城乡老年人的权益保障意识和状况存在明显的差异，大体上城市老年人优于农村老年人，但两者的差距呈缩小趋势。因此，老年人的权益保障工作要正视差距，不断完善以促进积极老龄化的发展。
