摘    要:本文从竞争上岗的本质内涵出发 ,分析确保竞争上岗有效性的条件和需要解决的问题 ,对竞争上岗的前提条件、素质能力测试以及竞争上岗的程序设定等环节 ,实施全过程控制。同时量化了素质能力评价要素 ,提出了通过绩效管理手段反馈控制竞争上岗的有效性。

Abstract:In light of the nature of going on duty on a competitive basis, the paper analyses the conditions and problems in ensuring the effectiveness of going on duty on a competitive basis and the control over the precondition, quality and aptitude test and the process of going on duty on a competitive basis. Besides, the paper also quantize the factors in quality and aptitude test and proposes some ideas as to how to control the effectiveness of going on duty on a competitive basis by means of achievements management.
