论对学术期刊论文原创性的把关

当前学术论文发表中普遍存在原创性不够的问题，主要原因是不少论文存在抄袭、剽窃，一稿多投和重复发表；学术理论陈旧，将公识作为研究性论文发表等情况。笔者认为，可通过多环节、多手段、多途径来引导和促进作者提高论文的原创性。（1）编辑严把初审关；（2）同行专家审稿把关；（3）要求作者提供诚信承诺书，加强学术道德自律意识；（4）使用数据库、网络检索工具、学术不端检测系统对论文检索、比对和查重；（5）创新出版模式，逐步走上开放存取出版。

On Checking of Originality of Papers in Academic Journals

The lack of originality of papers in academic journals results from the act of plagiarism, multipie contributions, repetitive publication, obsolete theory or focusing on the common knowledge instead of research. The paper puts forward approaches to improve the originality of papers in journals in following ways： being strict with the first examination of papers, getting specialists of the field to go over and examine contributions, improving academic morals by asking authors to produce originality commitment, adopting data bank to check on papers, reforming the publication model and adopting open access publishing gradually.
