基于QFD的企业应急能力量化管理模式构思

为消除目前企业安全生产应急能力管理的弊端，实现应急能力管理模式从定性向定量转变，以应急能力量化为切入点，遵循应急需求驱动原则，运用质量功能展开（QFD）作为结构化工具，构建了企业应急能力量化模型，提供了应急能力结构和水平的量化途径。并从“基于数据”的管理理念入手，将应急能力量化结果应用于企业应急能力管理过程中，构建了基于QFD的应急能力量化管理模式，给出了新模式实现的保障措施。

Conception on the Quantitative Management Model of Enterprises Emergency Capability Based on QFD

In the aim of avoiding its negative impacts, the qualitative management on enterprises safety production emergency capability is suggested to be transformed to a quantitative model. Starting from emergency capability quantification, and focusing on the emergency- demand- driven principle, QFD is applied as a structural tool to establish a quantitative model on enterprises emergency capability, and then to determine the quantitative approach on emergency capability structure and level. With the ＂data- based＂ management philosophy, quantifiable results are applied to emergency capability management processes. Finally, the author establishes a quantitative management model on emergency capability and proposes safeguard measures to the new model.
