非理性因素在我国转型期行政执行中的作用

任何实践活动都是理性因素与非理性因素协同发挥作用的过程 ,行政执行也不例外。在社会处于转型的变革时代 ,行政执行主体面对众多具有不确定性、模糊性和随机性的问题 ,仅靠理性因素是难以胜任日趋复杂的管理工作的 ,还必须借助非理性因素。本文认为 ,非理性因素在行政执行过程中具有激活、驱动、调节和参照作用 ,应予以充分重视。

The Role of Non- rational Factors in Administrational Enforcement in the Transforming Period

Any practice is the process of coordinated development of rational factors and non-rational factors. Administrational enforcement is no exception. In the transforming period of our society, there are many problems with uncertainty,obscurity, and randomness. It is insufficient to deal with these problems with mere rational factors in administration. The non-rational factors should also be applied. The paper argues that the non-rational factors are stimulating, driving,regulating forces in administration enforcement, hence they should be emphasized.
