公共政策议程被扭曲的原因分析及对策研究

建立公共政策议程是公共政策制定的起始阶段，然而公共政策议程在建立中被扭曲的现象屡见不鲜，一些本来应该进入政策议程的社会问题由于人为因素而被排斥在政策议程之外，结果使公共决策偏离了公共领域。本文从这一现象的两种表现形式着眼，指出了其危害性，初步分析了其产生的根源，提出了相应对策，以期对其治理有所启示。

Causes Analysis and Countermeasures Study on Distorted Public Policy Agenda

Public policy agenda is the first phase of public policy-making,while it is distorted when established sometimes.Some serious social problems were excluded from policy agenda,as a result,public policy-making deviated from pubic field.From the two types of distorted policy agenda,this article points out the harms, analyzes the root,and gives out some countermeasures,in hope to get the public policy agenda in order.
