| 摘 要： | 针对我国代建制的现状和监督体系中存在的问题，结合代建制的特征，提出加强代建制监督体系应从完善政府监督体系、市场监督体系、项目监督体系和社会监督体系4个方面着手：完善政府监督体系主要是明确政府各职能部门的监督管理任务，完善市场监督体系包括完善代建单位市场准入制度、招投标监督体系、代建人绩效评价以及清除机制等，完善项目监督体系主要是分清代建单位、使用单位、监理单位的监督职责，完善社会监督体系主要是发动社会群众对代建项目进行监督。
