国际态势的转化与中国国际战略的选择

进入21世纪后,2001年发生的美国"9.11"恐怖事件和2008年出现的全球性金融危机,在国际政治、经济领域产生了重要影响,这两件具有标志性事件的发生以及中国等新兴经济体国家的兴起导致了国际态势发生了根本性的此消彼长变化。在这十年间,由于美国深陷阿富汗和伊拉克战后事务,又因金融危机的爆发和经济衰退的困扰而疲惫不堪;欧洲国家遭受金融危机打击后又陷入了严重的债务危机之中;而此间,以中国为代表的新兴经济体大国的崛起,使国际政治、经济态势朝着有利于中国等新兴经济体国家的方向发展。随着国际政治、经济国际态势的演变,意味着未来中国仍有不可估量的发展空间,而如何把握未来二、三十年中国发展的机遇和选择中国发展的国际战略,又如何与世界各国加强国际合作和协调共同应对全球性挑战,是我们需要认真思考和审视的新课题。

International Situation Transformation and Chinese International Strategy Choice

China’s rising intermational status and influence has increased its importance in the world.China’s involvement in the transition of the world economy is acceierating and deepening,which will profoundly impact the structure and long-term situation of the world.China’s strategy of peaceful rise has been a great success,but China now faces an increasing number of challenges.These challenges ask China to establish a modern world outlook and national goals,change linear evolution thought and historical empiricism and avoid the inclinations of the "left" and "right."China should not only proclaim its own power and status,but also seize the opportunities of the time when the world focuses less on peace and security and more on development.China’s rise should include three components:opponents,other countries and the major events of the current times.After that,we can then have an inclusive rise,the starting point of which requires moving from the view of self-interest appeal to altruism,from national care to global care,from historical experiences to future appeal.This would help achieve a double victory for China and the world,where every side would take responsibility for common rights and duties and share the benefits.
