中部地区城镇化健康发展的路径选择与制度创新

中部地区包括山西、河南、湖北、湖南、安徽、江西六省,地处中国内陆腹地,经济发展落后于东部,城镇化率低于全国平均水平。促进中部地区城镇化健康发展,必须走一条城乡协调、工农互动、大中小城市协调发展的新型城镇化道路。为此,在分析中部地区城镇化制约因素的基础上,借鉴国外城镇化三种典型模式和国内城镇化的三种主要模式的经验和教训,提出了促进我国中部地区城镇化健康发展的若干制度创新建议。

Path Selection and System Innovation on Healthy Urbanization in Central China

Located in inland China,Central China includes Shanxi,Henan,Hubei,Hunan,Anhui and Jiangxi Province.Its velocity of economic development lags behind that of East China and its rate of urbanization is lower than the average of China.Therefore,a new path of urbanization must be followed,which calls for the coordination between urban and rural development and between industry and agriculture.This paper first analyzes factors that influence urbanization,then introduces experience of three typical urbanization modes in some foreign countries,and finally puts forward some suggestions on innovating and promoting healthy urbanization in Central China.
