西部大开发中的武陵山区经济发展战略

经济发展战略,过去在武陵山区的各地均有,但全区整体则没有。从各地战略来看,主要方面是正确的,但也存在着一些共同的失误,需要作适当的修改、补充和完善。本文从战略指导思想、战略目标、战略阶段、战略重点和措施五个方面,进行了初步探讨。其中的关健是战略指导思想,要由过去的“急于赶超”调整为“逐步赶超”。

On the Policy of Reasonable Exploitation of Natural Resources in Wuling Mountainous Area

There are various economic development strategies in the different parts of Wuling mountainous area, though there is not an all - round development strategy in the district as a whole.A examination of those strategies shows that,while they are essentially correct,there are still some defects to be improved.This paper probes into these togies from the angle of their guiding thought,eventual target,development stages,key programs and proper measures. The paper holds that the most important thing is to readjust their guiding thought from "urgent catching up and surpass- ing" to "gradual catching up and surpassing".
