| 摘 要： | 阐述了水资源统一管理的依据及其统一管理的优点 ,提出了实施水资源统一管理的近期行动框架的建议 :(1)成立统一管理的组织机构 ;(2 )加大《中华人民共和国水法》修改的力度和步伐 ;(3)抓紧进行水价上调工作。
