| 摘 要： | 新农村建设的核心在于培养新型农民,而新型农民培养的实质在于通过制度和立法扩大农民的选择权利、提高农民的可行能力保障农民的权益。通过对选择权利和可行能力的界定,市场经济中新型农民基本特征的分析,提出了培养具有自主选择权利和可行能力的新型农民的主要途径,旨在为政府制定具有针对性的新农村建设政策与措施提供参考。
