基层社会管理视角下的农村干群关系

在进一步加强和完善基层社会管理和服务体系的背景下,我国农村干群关系是基层社会管理工作的一项重要内容。当前,我国农村干群关系存在村民对村干部信任缺失、干群关系日趋紧张及村民政治参与渠道不畅等问题。村干部素质不高、舆论错位与司法保护缺失、农村治理模式落后等是造成这些问题的原因,应在加强村干部教育、改善村干部待遇、增加村干部自主决策权、完善司法保护以及践行精英治村等方面做出改进。

The Relationship between Farmers and Rural Cadres from the Perspective of Grassroots Social Management

In the circumstances of improving grassroots social management and service system,the relationship between the cadres and the masses in the countryside is an important component of grassroots social management.At present,there are some problems with such relationship,such as lack of trust,strained relation and poor political participation channel.There are some reasons behind this,including low quality of village cadres,dislocation of public opinion,lack of judicial protection and backward governance.It is suggested that,to solve the above-mentioned problems,it is essential to strengthen the education of rural cadres,improve their well-beings,increase their decision-making power,improve judicial protection and carry out elite governance in the countryside.
