试论我国种业运营模式创新

将种业系统运营要素归纳为运营主体、运营客体、业务流程及运营层次等四个要素,按运营主体为划分标准总结了我国目前主要的种业运营模式。分析了我国种业面临的挑战和种业现有运营模式存在的问题。依循对种业运营要素现有资源的整体再配置与整体再整合来实现种业运营模式的创新路径,提出依据主体职能目标不断完善主体功能,增加自主知识产权高端商品良种并提升其技术附加值,实施供应链管理对业务流程进行优化,合理利用管控模型对种业运营层次进行界定等创新思路。通过对丰乐种业供应链运营模式创新策略的优化具体落实创新思路。

The Innovation of Seed Industry Operating Mode in China

After classifying the seed industry operating elements into four,that is,operating subject,operating object,business process and operation level,the paper summarizes the main operating modes of China’s seed industry with operating subject as the classification criterion.Then the challenges faced by the seed industry in China and the problems with current operating modes are analyzed.Based on the principle of innovating the operating modes of seed industry through overall reconfiguration of the existing resources of the operating elements,the paper puts forward the innovation approaches as follows: to continuously improve the function of the operating subject according to the target of the subject’s function;to increase the types of high quality seeds with proprietary intellectual property rights and promote their technology value added;to optimize business process by implementing supply chain management;and to define the operating level through proper use of the management and control models.Finally these measures are exemplified by designing some innovation strategies for the operating mode of Fengle Seed Industry.
