开放式创新视角下政用产学研联动机制研究

摘    要:开放式创新2.0要求政用产学研协同创新。基于该背景,构建政用产学研一体化创新模型,将五个主体归为四大创新要素,设计构建协同创新“正四面体”模型。通过对正四面体各要素间动态关系的系统深入研究,最终建立在资源信息交互环境下以政府为主导、其他要素相互作用的政用产学研联动模型,并针对企业、政府、用户三个方面提出建议,对推动制造业转型升级具有重大意义。

Abstract:The collaborative innovation of government, enterprise, user, university and research is required by Open Innovation 2.0.Under that background, the innovation model of integration of government, enterprise, user, university and research is established.The five main bodies are classified into four major innovation factors, and the “tetrahedron” model of collaborative innovation is designed and established.Through the systematic and deep research on the dynamic relations among the elements of the tetrahedron, the interaction model of government, user, enterprise, university and research is established under the environment of resource information interaction with government as the leading factor and other factors interacting.The suggestions are proposed for three aspects of enterprise, government and user, which are of great significance to promote the transformation and upgrade of the manufacturing industry.
