工业4.0背景下推动辽宁省工业发展的财政政策建议

工业4.0概念的提出标志着人类工业发展迈入了一个新的时代,智能化是工业4.0时代的重要特征。工业发展离不开财政政策的支持,尤其是对于辽宁省这样的工业大省来说,量身打造一套系统的财政支持方案十分重要。这将是一个比较复杂的系统工程,从完善企业获得财政资金支持的考核标准、扩大地方政府财政资金来源、发挥国家相关优惠政策合力,以及结合地区工业特点进行政策的个性化订制四个方面提出建议,为政府部门决策提供参考。

Financial policy proposals for promoting industrial development in Liaoning Province under background of Industry 4.0

The proposition of Industry 4.0 symbolizes the development of human industry has entered a new era. The intelligence is an important feature of the era of Industry 4.0. Industrial development is inseparable from the support of financial policy. For such larger industrial province as Liaoning Province, it is vitally important to make a tailored system of financial support. That will be a relatively more complex system engineering. Suggestions are proposed from four aspects of improving the assessment standards for enterprises to obtain financial support, expanding the sources of financial funds of local governments, and giving full play to the relevant preferential policies of the state, as well as formulating the customization of policies according to the characteristics of local industry so as to provide reference for the government decision-making.
