论中国特色社会养老服务共同体的现实构建

近年来,中国特色社会养老服务取得了一系列发展成效,但还存在着相关制度和政策有待落实、社会认识和参与度不足、空置率高而有效供给不足、从业人员素质不高且紧缺等问题。因此,需要构建中国特色社会养老服务共同体,即要坚持政府主导,完善社会养老服务政策共同体;注重社会参与,创新社会养老服务产业共同体;增加有效供给,优化社会养老服务供给共同体;培养人才队伍,建立社会养老服务人资共同体。

On practical construction of community for social service for aged people with Chinese characteristics

In recent years, the social service for the aged people with Chinese characteristics has obtained a series of development achievements, but it still has some problems such as the incomplete implementation of the related systems and policies, lack of social awareness and participation, the high vacancy rate and the insufficiency of effective supply, low qualities and deficiencies of the practitioners, etc. As a result, the community for the social service for the aged with Chinese characteristics should be constructed, i.e., to adhere to government led, and to improve the social pension service policy community; to increase the social participation, and to innovate the industry community of social service for the aged people; to increase effective supply, and to optimize the supply community of social service for the aged people; to cultivate the talents, and to establish the human resources community of social service for the aged people.
