| 摘 要： | 本文综述了“预算软约束”有关理论 ,介绍了钱颖一与 a.Rolard GF 1 998年建立的三级科层预算软约束模型 ,该理论是用来解释中国转型经济中的有关问题 ,认为财政分权有利于加强对预算约束程度 ,地方政府改革的动力来自于财政分权和地区间竞争 ,而地区间竞争又引发了民营化 ,从而硬化企业预算约束。最后简要评析了该理论 ,归纳出了预算软约束理论发展的两大特点。
