社会资本与政府反贫困治理策略

社会资本是嵌入在社会结构之中使社会行动得以实现的资源。社会资本的分布具有不平衡性特征,一些贫困群体因在社会结构中占有较少的社会资源而陷入关系贫困的境况。关系贫困是在社会资本理论基础上形成的一种贫困分析范式。从关系贫困的视角,政府反贫困治理要由目前的物质资本范式和人力资本范式转向社会资本范式,其具体策略应包括提高贫困者的社会地位,构建贫困者的社会支持网络,以及增加贫困群体的社会资本存量。

Social Capital and the Governance Tactics of Anti-poverty by Government

Social capital is a kind of resource inserted in the social structure which makes social actions attained.The distribution of social capital is characterized with imbalance.Some groups may fall into relation-poverty because they occupy smaller social resources in the social structure.Relation-poverty is an analytical paradigm based on the theory of social capital.From the perspective of relation-poverty,during the process of anti-poverty,the governance tactics should shift from paradigm of substance capital and paradigm of human capital into paradigm of social capital.So it will include enhancing the social status of the poor,constructing the social support network for the poor,and increasing the volume of social capital which belongs to the poor groups.
