上海软件和信息服务业布局优化研究

软件和信息服务业是上海经济新的支柱性产业和重要增长点。目前,上海软件和信息服务业仍集中在以浦东和徐汇为核心的中心城区,但有向外围扩散的趋势。目前存在的主要问题是产业布局差异化不足、郊区产业配套能力不足、产业园区辐射能力不足。上海应针对地标区域、中心城区、外围区域、传统产业集聚区和新兴区域,采取不同的信息服务业发展思路;针对现有信息服务业基地和新兴发展区域,采取不同的产业发展政策。

The Study on the Layout Optimization of Software and Information Service Industry in Shanghai

Software and information service industry is the pillar industry of Shanghai. Based on data provided by Shanghai Municipal Government, the paper analyzed the distribution of software and information service industry in Shanghai. The results showed that software and information service industry in Shanghai was still concentrated in urban centres with Pudong and Xuhui as the core, and a periphery trend was also observed. The main problem is the lack of difference in industrial distribution, insufficient in industry supporting capacity of suburban and low influence ability. The paper proposed that Shanghai should take different measurement to develop information service industry according to five kinds of regions including the landmark region, central area, peripheral area, the traditional industries and emerging areas. And Shanghai should adopt different policies to develop the existing information service industry base and emerging region.
