| 摘 要： | 经济适用房属优效型公共物品,现行补贴方式存在多种弊端,补贴到人的补贴方式才是对中低收入阶层进行住房补贴的合理选择。实施“人头式”补贴应组织专家建立合理的补贴模型,还应建立监督制衡机制和公示制度等。

| Abstract: | In view of the unreasonable choice of ways on housing allowance to middle and low income households, We have discussed the advantages of giving the housing allowance to middle and low income households directy, not to the suppliers of the houses, separately from the economic principle and the social realities. Here is suggested that implement the allowance way to the middle and low income households directly should set up proper model and establish the mechanism of balance and public system. |
