| 摘 要： | 行政文化作为一种新型的行政管理理论,越来越受到人们的关注。我国自中共十一届三中全会以主体意识、参与意识为核心的客体行政文化的形成,在行政管理活动过程中也日益发挥它的效应。但一些客观因素的存在,对客体行政文化建设进程产生了一定的影响。

| Abstract: | As a new-type theory of administration,administrative culture is drawing wide attention day by day.Since the Third Plenary Session of the 11th Central Committee of the CPC,the object-based administrative culture centering on subject awareness and participation awareness has been formed,and in the activities of administration is playing more and more role.But some existing factors can affect the process of object-based administrative culture development. |
