城镇化进程中的政府环境责任

近年来，我国城镇化建设进程不断加快，成为推动经济社会发展的主要动力。但是，有些地方政府一味地注重城镇化的速度与规模，忽视城镇化建设过程中的生态环境保护，使城镇化进程中出现了环境污染、生态破坏加剧、土地资源严重浪费等问题。要解决城镇化过程中的环境问题，必须走集约、智能、绿色、低碳的新型城镇化建设道路，政府能切实履行环境保护责任。本文在探讨城镇化环境问题具体表现的基础上，重点分析了城镇化建设过程中的政府环境责任缺失的主要表现以及提升政府履行环境责任的主要对策。

An Analysis of Government Environmental Responsibility in Urbanization

In recent years, the accelerating urbanization process in China has become a major drive for economic and social development. However, some local governments have been paying too much attention to the speed and scale of urbanization and neglected the ecological environment protection in the urbanization process, thus causing serious problems such as environmental pollution, increased ecological damage, and serious waste of land resources. To solve the environmental problems in the process of urbanization and set forth a new course of intensive, smart, green, low-carbon urbanization requires the government to assume the environmental protection responsibilities. Based on the discussion of the specific aspects of environmental problems of urbanization, this paper focuses on the analysis of the manifestation of environmental irresponsibility of the government in the urbanization and major measures to improve the government＇s fulfillment of environmental responsibility.
