日本社区福利发展模式与居民参与

社区发展作为社会工作的一部分在发达国家已有上百年的历史,随着人类社会的不断进步,寻找社会福利的新型依托主体势在必行,社区福利时代已经来临。本文通过对日本的社区福利的调查,从政府完善相应的法律法规、社会福利与社区福利的关系、社区组织的功能与居民参与的重要性等几个方面,探讨社区福利体系与发展模式。

The Pattern of Welfare System Development in Japan＇s Communities and the Resident Participation

Community development, being part of the social work, can be tracked back over hundreds of years in many developed countries. Along with the development of the human society, it is imperative to looking for new forms that the social welfare can rely on. The time of the Community Welfare has come. Through the investigations to the welfare system in Japan＇s communities, this work explored the development of welfare system in communities and its patterns, in the aspects of the reformation of legislations, the relationship in between of the social and the community welfare, the functions of community organizations, and the importance of resident participation.
